PREP CUCUMBER: Cut cucumber into 3-inch (7.5 cm) lengths. Place on a cutting board and lightly pound with a small skillet just enough to crack open and break pieces into quarters. Place in a mixing bowl, season with salt and allow to rest at room temperature for 10 minutes; drain excess liquid.
BUILD: On a large plate, arrange slices of top round and randomly place cucumber pieces. Combine soy sauce and rice vinegar and drizzle over beef and cucumber. Add chili crisp then repeat drizzle of sauce. Top with green onion and sesame seeds.
